郭存海认为，目前，阿根廷等拉美国家在数字基础设施方面还有所欠缺，对电力、网络、卫星导航等方面存在较大需求，这对中阿两国新基建合作提出了新要求。“数字经济或将成为中阿科技和绿色合作领域的一个有效融合点。”
